Regional Post Adoption Consortium Services (RPACS)
Through a grant generously provided by the Virginia Department of Social Services, we partner with C2Adopt, Children’s Home Society, and enCircle to provide support for adoptive and kinship families across Virginia. As the lead agency for the Central and Eastern regions, we help ensure families have access to comprehensive resources through the Regional Post Adoption Consortium Services (RPACS) program.


Overview
The Virginia Department of Social Services Division of Family Services is committed to providing high quality, adoption-competent services and supports to adoptive and kinship families living in Virginia.
In 2020, VDSS launched the Regional Post Adoption Consortium Services (RPACS) approach to funding services, to ensure a consistent, comprehensive array of services to families across the Commonwealth. Shineforth is the lead agency in the Central and Eastern regions.
Shineforth and it’s RPACS partner agencies, C2Adopt, Children’s Home Society of Virginia and enCircle have been providing services and support to adoptive and kinship families for decades. RPACS staff are adoption-competent providers and deliver specialized post-permanency services that support families with trauma-informed care, attachment-focused interventions, and a deep understanding of the unique needs of adoptive and kinship families.

Audience Breakdown
Through the RPACS model, Shineforth, with collaborative partners C2Adopt, Children’s Home Society of Virginia, and enCircle, is able to offer the following services at no cost to adoptive and kinship families with children or youth up to the age of 21*, and reside in the Central and Eastern regions of the state.
*Youth ages 18-21 must be residing in the home to be eligible for services. Kinship families must be enrolled in KinGap or the State-funded Kinship Subsidy program.
